Public innovation policies in the context of higher education in Angola: a look at public higher education institutions

Abstract

The innovation panorama at the national level has shown improvements, however there is a significant deficit regarding research in Science and Technology, a consequence of low government investment. In this perspective, the need to increase research and development, to promote interaction between universities, research institutions and companies, as a way of disseminating knowledge for the innovation generation, is highlighted. The objective was to analyze the innovation policies aimed at public higher education institutions in Angola, aiming at verifying which public policies encourage innovation in this context and how they are applied. In relation to the methodological procedures, it is a qualitative approach, of the descriptive-exploratory and documentary type. The results indicate that the National Development
Plan 2013-2022, safeguards the objectives and goals that the Angolan Government wants to achieve in that period, with regard to Science, Technology and Innovation, ranging from the qualification of teachers and scientific researchers, as well as the implementation of new research and development units in the country.
